THE OFFICIAL STANDARD OF THE ROMANIAN SHEPHERD DOGS MIORITIC
VALID FOR 2004


Based on the Ordinance 17178/1998 issued by the Romanian Ministry for Food and Agriculture-MAA, “the National Club of Romanian Shepherd Dogs-CNCCR, is the only official organization recognized and authorized to issue and register the standard of the hereupon mentioned breed, to receive, analyze and approve any proposal regarding the modification of the standard and to make it available for all interested parts. “
Arbitrations performed by the referees not listed on the official list of the National Club of Romanian Shepherd Dogs and based on standards in accordance with the one herein stipulated, is considered to be null and false and can not be noted into the documents of origin issued by the CNCCR-the international pedigrees-the only documents recognized as a proof of the origin and affiliation to this breed.

Historical Summary:

The Romanian Shepherd dog Mioritic is a natural and extremely old breed, spread throughout the Romanian territory. This breed was able to survive and grow due to its special physical and psychic abilities, the interest of the Romanian shepherds in preserving and developing it and also due to the economic and climatic conditions of the country. Its direct predecessor is the molossus dog, which is considered to be brought on the Romanian territory by the Roman Legions, during the conquest of the ancient Dacia by the Roman Empire. This dog suffered several transformations in time due to the mating with the local dogs, especially those with a longer and richer hair. The temperate continental climate, rich vegetation, large and numerous flocks, fierce and various predators, the movement of the flocks on very long distances during the transhumance etc are considered to be very important elements in the development of this ancient natural breed.
During the Middle Age, the tributes paid by the Romanian Principates to the Otoman Empire, Russian Empire and Polish Kingdom consisting of large herds and flocks assured the spreading of this breed in the neighbouring territories of the country.
Due to their impressive force and size, of their courage and devotion, and the fact that both Romanian breeds were successfully used during wars by the shepherds that were fighting in the armies of the Romanian rulers, it was limited the number of dogs used for the protection of a flock of sheep, to the number of animals belonging to the flock. This was introduced by the Polish kings that issued a law during the rule of Ieremia Movila, Ruler of Moldavia and vassal of Poland between 1595 - 1606
The initial name given to the dogs of this breed was ‘barac’ or ‘mustacios’(with moustache), name under which they were presented for the first time in the Modern Age by a German engineer, at Timisoara, during a chinologycal contest in 1933. From the same period dates the first project of standard, published in the press of the time, but unsuccessful and unregistered by the Romanian Royal Association. After the Communist regime appeared in Romania, the breed, as the whole Romanian chinology was not promoted, surviving only because of the needs and interest of the shepherds. After 1973 - when the first chinologycal association was founded in Romania, the first sudden change for the better in the history of this breed, due to the material aspect given to the offer from import - the first 200 samples of this breed, made by some Australian tourists spending their holiday in Bucovina in 1980.
In the same period the first attempt of standardization of the breed took place, under the actual name of Romanian Shepherd dog Mioritic. Unfortunately, the lack of knowledge in this area, the sabotage of the activity by some of the local chinologists and the inefficient financial results were the reasons why the first kennel of Romanian shepherd dogs failed- the one from Radauti - although it had a very important support from the son of the son of the ex – dictator - Nicu Ceausescu-owner and supporter of the breed. Besides, the personal vanity of the breeders from Radauti, Bacau, Sibiu and Timisoara - one trying to form a new breed, as it happened in Sibiu, the contradictive and inconclusive results due to the lack of a correct standard, registered according to the international norms and the very law level of education in the area of the local chinologists and chinotechnicians, lead together with the big schism from the national chinology to a crisis in the situation of this breed. This fact was proved by the appearance of some atypical samples of this breed- without hair on the muzzle and paws and small size.
The best example to probe the relationship with other breeds and also to combat the false theories launched by unqualified persons is the Southern Russian Shepherd – SRO. The SRO’s father is the Romanian Shepherd Mioritic, but which was homologated before Mioritic, due to political situation and the statute of the relations between the two countries. Also the Hungarian Komondor has some Romanian Shepherd Mioritic’s blood in his veins due to temporary occupation of a part of Romania by Austrian – Hungarian Empire before 1916.
The first attempt to present the breed abroad belonged to the kennel named "de Radauti" which tried to send 4 Romanian Shepherds Mioritic to a CACIB in Berlin but failed to be officially presented due to the fact that the dogs arrived in Berlin one day after the last day of the contest. The first official presentation of a sample belonging to this breed was done in 1995 at the European Championship held in Charleroi, Belgium and was followed by the first exhibition of the breed in 2000 at the World Championship in Milan, Italy and was achieved by the National Club of Romanian Shepherd Dogs - CNCCR
Re-standardization of the breed, for its international homologation, became absolutely necessary after 1996 due to the fact that in that year the file sent to the International Kenneling Federation – FCI was rejected. The rejection of that file was based on the fact that the file was wrongly drawn up and the conception, realization and presentation was totally inadequate and full of major errors.
New measurements were performed on 04.04.1998 in Bucharest, on 236 samples of Romanian Shepherd Mioritic dogs by specialists belonging to the Faculty of Veterinary Medicine - University of Agriculture and Veterinary Medicine, from Bucharest this time, together with CNCCR, on the occasion of the first National Championship organized by CNCCR.
The checking and drafting of the present standard form was done together with Mr. J.M. Paschoud, president of the Standards Commission of the International Kenneling Federation - FCI at that time, a following invitation to come to Bucharest in December 1998 for the finals of the National Championship, sent by the Romanian President, Romanian Minister of Agriculture, Faculty of Veterinary Medicine - University of Agriculture and Veterinary Medicine, Bucharest and CNCCR.

General Appearance: it is a big size dog, molossoid type, with a robust and compact structure and strong bone structure, typical for molossoid dogs. Although it is a very massive dog, is very agile, having incredible precise and rapid movements. It is resistant to diseases and difficult climatic conditions which makes it easy adaptable to any kind of habitat.

Important Proportions: the length of the muzzle is shorter or at least equal to the length of the skull (the posterior part of the muzzle).
Behaviour and character: it has a calm and well ballanced temperament especially in the urban locations, its devotion to its master can lead to sacrifice as it is not afraid of anything. It is very commited to children for whom is a perfect playing partner, but in the same time is very moderate with strangers. Its courage and devotion are legendary, a lot of stories being the proof of it.. Its personality does not represent an obstacle in the way of its training, being the one master dog.
The head:
1.The skull: massive, having the frontal part very wide and a proeminent occipital protuberance
2.The stop: slightly evident
3.The truffle: big, wide and black
4.Muzzle: strong, it slightly narrows to the top
5.The bite and teeth: strong bite, with well-developed teeth, is „scissors” or ‚tongs’ type. The absence of two premolars PM1 or two molars M3 has not as a result the exclusion from reproduction. The outline of the lips is black, being a little downward in the commissural part in the back of the mouth, but not excessively.
6.The eyes: round, medium size regarding the size of the skull, have an oblique position and a dark brown colour and very long eyelashes. Specific for this breed is the black outline of the eye and eyelash.
7.The ears: upward positioned, not very big, the shape of V letter, round at the end and lying down on the cheeks. When the dog is attentive or in action, the ears have a backward position.
8. Cutting is admitted for the dogs in the countryside, is not recommended for the breeders.
9.The neck: strong and thick, medium length has a 40-45 angle with the line of the back.
10.The body: vigorous and compact, slightly long of rectangular shape, very musculous.
1.Withers: slightly proeminent.
2.Back: very musculous, wide, straight.
3.Renal area: large
4.Croup: a little downward, creating the impression of a false bigger size of the posterior
5.Thorax: wide and well-developed, especially anterior front, downward to the elbows that do not outrun on the side part.
6.Abdomen: slightly upward.
7.Ribs: strong and well curved, oval shape.
8.Tail: placed quite upwards, at rest hanging down to the hock and the top is a little curved upwards. In action or in rest is not allowed to be kept curved or on the back. It is allowed the cutting of the tail of those dogs coming from the countryside, but is not recommended for the breeders.
The front side: front and profile the forelimbs are straight, parallel with strong and massive bone structure. In the posterior side of the limbs, the hair should not form „plumes”; it should be uniform as length and density on the whole surface of the members
1.Shoulders: the shoulder blade forms a scapular-humeral angle of about 100.
2.Forearm: straight and very strong.
3.Elbows: massive and against the body.
4.Carpus: elastic joint and more lengthened.
5.Metacarpus: slightly forward inclined and short.
6.The anterior paws: have an oval shape, compact and very massive, covered with a lot of long hair.
7.Nails: strong, black, white or gray coloured and slightly blunted.
8.Bushings: resistant, thick and black.

The back side: from the back, the limbs are parallel, straight, with slightly opened angles, very strong bone and muscle structure. If some spurs can be present, this is not considered to be a deficiency, but it is recommended to be surgically removed, when it gets to maturity, because of the risk of modification of walking or involuntary accidents.

1.Metatarsal: slightly lengthened, strong and vertical.
2.Hock: not a very upward position, its joint being more downward.
3.The posterior paws: massive and compact, oval shape, smaller than the anterior one, covered with a lot of long hair.
4.Nails: strong, black, white or gray coloured
5.Bushings: resistant, thick and black

Note: the males have to have the two testicoles completely into the scrotum.

The allure: is also an important characteristic of the breed, free and relaxed walking, limbs moving on parallel plans and the quick march assuring a well covering of the territory. The characteristic of the walking is given by the fact that is created a false impression of a bigger size of the posterior part, fact that differentiate it from other breeds.

The robe:
1.The hair: the characteristic hair is one of the essential attributes of the breed, being long, rough, resistant, straight or sometimes slightly curled. It covers the whole head, neck, body, tail and members. The underhair is dense and smooth, especially in the winter and is more rare in the summer, in order to allow a better ventilation of the skin. The hair can have thicken parts on bigger or smaller areas-this is not recommended for competitions.
2.The colour: The most frequent is white or purple, having or not black, gray or slightly yellowish spots. The black, red- brown or dark-brown colours are not allowed as basic colours. It is allowed coverage of up to 30% with black spots. The skin is pink and can be pigmented with small gray spots.

Size and weight:
1.The height at the withers: Male: minimum 65cm
Female: minimum 60cm
There are no maximum limits for height.
2.The weight: Male: minimum 45Kg
Female : minimum 35Kg
There are no maximum limits for weight.

Deficiencies: Any deviation from the standard herein stated will be considered to be a deficiency and will be penalized depending on the size and importance of the deficiency. The following deficiencies are considered to be the basic elements for receiving the qualificatives ‘Excellent’, ‘Very Good’, ‘Admitted for reproduction’, and ‘Recommended for reproduction’:
Less visible minor sexual characters
Not typical aspect, fragile and robustlessness.
Compactless head and /or body, wolfish aspect
Position deficiencies
Incorrect position of the tail
- Unrecommended colours of the hair
- Longer hair than normal around the neck and/or on the body and /or
on limbs.
- Excessive aggressiveness in the ring or to refuse the teeth control
- Low level of presenting in the ring

Serious deficiencies: The following deficiencies are considered to be the basic elements for receiving the qualificatives ‘Very Good’, ‘Good’, ‘Admitted only with controlled mating’.

Eliminatory deficiencies: The following deficiencies are considered to be the basic elements for receiving the qualificatives ‚Satisfactory’, ‚Unsatisfactory’ and „Excluded for reproduction”
- Morphological elements that do not belong to the breed
- Red-brown or brown colour
- The size under the minimum standard
- Major depigmentation on the truffle, lips and eyes.
- Monorhidy or cryptorhidy of the testicles
- Lack of long hair

NOTE: We ask all the branch presidents to make this document public in the local mass media and to all those interested in it. In the future, it is recommended to be visibly exposed there where the future contests will take place so as the public and the dog owners would be better informed regarding the differentiations made by the referees.
