THE TECHNICAL REGULATIONS OF ORGANIZATION AND FUNCTIONING OF THE NATIONAL CLUB OF THE ROMANIAN SHEPHERD DOGS-CNCCR

IMPORTANT
THE REGULATIONS OF ORGANIZATION AND FUNCTIONING OF THE NATIONAL CLUB OF THE ROMANIAN SHEPHERDS DOGS STATED HEREBY WAS APPROVED IN UNANIMITY BY THE BOARD OF REPRESENTATIVES OF CNCCR ON 23RD OF FEBRUARY 2001, DATE OF COMING INTO FORCE. HEREUPON, THE VIOLATION OF THE STIPULATIONS HEREIN PRODUCES LEGAL EFFECTS ACCORDING TO THE NATIONAL AND INTERNATIONAL LEGISLATION IN FORCE.
THE BOARD OF CNCCR IS THE ONLY AUTHORITY ACCREDITED TO EXECUTE THE MODIFICATIONS OF THE STIPULATIONS OF THE REGULATIONS HEREOF PRESENTED AND IS COMPELLED TO DELIVER SHORTLY POSSIBLE ALL THESE MODIFICATIONS TO ALL THE BRENCHES OF THE CLUB AND PERSONS INTERESTED IN IT.
NO MODIFICATION OF FORM OR CONTENT CAN BE MADE EXCEPT THE OFFICIAL ONES; ANY MODIFICATION WILL BE STIPULATED IN THE REGISTER OF THE REGULATIONS. THE BRENCH PRESIDENT IS THE ONLY ACCREDITED PERSON TO INTRODUCE THE MODIFICATIONS RECEIVED INTO THE COPY DOCUMENT OF THE BRENCH AND SIGN THE REGISTER.
EACH BRENCH HAS TO HAVE A COPY OF THE DOCUMENT PRESENTED HEREIN IN PERFECT STATE AS A WITNESS COPY AND ANOTHER ONE FOR WORKING AND CONSULTATION OF THE MEMBERS OF THE BRENCH. According to the evolution of the breeds and the international norms in force, the standard of the shepherd dogs can be modified as it follows:
1. When the standards stipulated by CNCCR and recommended to be used by the international organization is being modified, the Board Committee will take into consideration these requirements and in their first assembly will proceed to the modification of the standard in accordance with these.
2. In the situation of a general evolution that might lead to the modification of the standard of one of the breeds, based on the breeders’ proposals, the General Assembly of CNCCR will discuss and approve certain modifications of the standards. Its author will send any proposal of modification with all the documentation attached, within 90 days before the date of the General Assembly of CNCCR, to all the branches and to the Board Committee of CNCCR, to be analyzed and taken into consideration.
3. The modification documentation file must include the following minimum compulsory sections:

- The anatomical section: presents the anatomical part for which the modification is proposed compared to the one in force.
- The scientific section: presents the scientifical data and measurements that lie at the basis of the modification of the standards.
- The economic section: presents long, medium and short time conclusions regarding the impact of the modification of the standard in force, based on the proposal stipulated therein, from the economic point of view.
- The photo-visual section: presents the visual support of the proposal of modification.

The Board Committee of CNCCR will make public annually or any time necessary, any modification of the standards of Romanian Shepherd Dogs Mioritic and Carpathian. All these modifications will be made available for all the specialized international organizations in written, letters to the members and by means of specialized publications within 30 days from the date of coming into force.




CHAPTER 3

a. THE CLASSES AND MINIMUM AGE FOR ARBITRATION FOR THE BREEDS OF THE ROMANIAN SHEPARD DOGS- MIORITIC AND CARPATHIAN-APPROVED TO BE USED FOR THE BEAUTY AND SELECTION EXHIBITIONS ORGANIZED BY THE CNCCR OR OTHER ORGANIZATIONS ACKNOWLEDGED BY IT.

b. THE QULIFICATIVES AND THE TITLES THAT CAN BE GRANTED TO THE BREEDS OF ROMANIAN SHEPHERD DOGS AT THE BEAUTY AND SELECTION EXHIBITIONS ORGANIZED BY THE CNCCR OR OTHER ORGANIZATIONS ACKNOWLEDGED BY IT.


a. THE CLASSES AND MINIMUM AGE FOR ARBITRATION FOR THE BREEDS OF THE ROMANIAN SHEPARD DOGS- MIORITIC AND CARPATHIAN-APPROVED TO BE USED FOR THE BEAUTY AND SELECTION EXHIBITIONS ORGANIZED BY THE CNCCR OR OTHER ORGANIZATIONS ACKNOWLEDGED BY IT.



According to the official standards registered by the Ministry of Food and Agriculture by the request of CNCCR and the Faculty of Veterinary Medicine in Bucharest, in April1998, and elaborated in its final form by the president of the Standards Commission of the International Canine Federation, Dr. J.M: Paschoud, in December 1998 and published in ‚Molda Magazine’, the CNCCR publication, and in other specialized periodicals, the ages and groups for arbitration of the Romanian Shepherd Dogs-Mioritic and Carpathian- are the following:

1. For Males:

- Puppy Group- 7-9 months can take part in the competition dogs under this age as the arbitration for this group is only demonstrative and is not taken into consideration for the record of the adult dog.

- Junior Group- 9-15 months, the dogs belonging to this group can take part in competitions of a superior level (Open), but they can not receive the reproduction right and must subdue to the rigors of the arbitration of that group.


- Open Group- 15months-7 years.

- Veteran Group- over 7 years, the dogs that have this age can take part in the competition in the Open or Champion Group, as the owner wishes and according to the results got in the competition.


- Champion Group- any dog that receives the Diploma of Champion of Romania from CNCCR is allowed to be enrolled in an inferior group (Open), if the owner wishes.

For obtaining the mating right, the minimum age is 15 months, but the recommended age is 18 months. It is preferable for the males to be used with artificial mating but it is recommended the natural mating.
For Females:

- Puppy Group- 7-9 months can take part in the competition dogs under this age as the arbitration for this group is only demonstrative and is not taken into consideration for the record of the adult dog.

- Junior Group-9-12 months, the dogs belonging to this group can take part in competitions of a superior level (Open), but they can not receive the reproduction right and must subdue to the rigors of the arbitration of that group.

- Open Group-1-7 years

- Veteran Group over 7 years, the dogs that have this age can take part in the competition in the Open or Champion Group, as the owner wishes and according to the results got in the competition.


- Champion Group any dog that receives the Diploma of Champion of Romania from CNCCR is allowed to be enrolled in an inferior group (Open), if the owner wishes.


For obtaining the mating right, the minimum age is 1 year old completed, and is recommendable for the first mating to take place after the first heating period, after it turned 1 and not later than 18-20 months, in order to avoid the ‚masculinity’ elements that can show up at a female, such as: refusing mating aggressiveness, to attack other females, etc. It is compulsory for all the female owners to know all these recommendations of CNCCR.
The obligation and responsibility of all the referees is to recheck in the ring the age and the group of arbitration stipulated on the arbitration sheet by the ring secretaries.


b. THE QULIFICATIVES AND THE TITLES THAT CAN BE GRANTED TO THE BREEDS OF ROMANIAN SHEPHERD DOGS AT THE BEAUTY AND SELECTION EXHIBITIONS ORGANIZED BY THE CNCCR OR OTHER ORGANIZATIONS ACKNOWLEDGED BY IT.


1. Qualificatives that can be granted in the beauty contests

For Puppy Group:

Promising –for the samples that are very close to the standard at his age. It can be granted numerically, according to the number of puppies that receive this qualificative (Promising I, II, III, etc.)

Satisfactory- for the samples that are very close to the standard but have dental deficiencies, slight depigmentation, growing deficiencies, and related to the quality and the coverage or the colour of the hair.

Unsatisfactory- for the samples with large surface depigmentation, ocular heterocromy, monorhidy or criptorhidy.

Note: the referee has the obligation in the ring to put down the deficiencies on the arbitration sheet so as to be able to elaborate the observation canine sheet for each sample.

For Junior Group:

Excellent - for the samples that are very close to the standard at his age. It can be granted numerically, according to the number of puppies that receive this qualificative, up to 4 samples (Excellent I, II, III, IV).

Very Good, Good, Satisfactory, Unsatisfactory- will be granted according to the standards of each breed.


For Open Group:

Excellent - for the samples that are very close to the standard at his age. It can be granted numerically, according to the number of puppies that receive this qualificative, up to 4 samples (Excellent I, II, III, IV).

Very Good, Good, Satisfactory, Unsatisfactory- will be granted according to the standards of each breed.


For Champion Group:

Excellent - for the samples that are very close to the standard at his age. It can be granted numerically, according to the number of puppies that receive this qualificative, up to 4 samples (Excellent I, II, III, IV).

Very Good, Good, Satisfactory, Unsatisfactory- will be granted according to the standards of each breed


For Veteran Group:

Excellent - for the samples that are very close to the standard at his age. It can be granted numerically, according to the number of puppies that receive this qualificative, up to 4 samples (Excellent I, II, III, IV).

Very Good, Good, Satisfactory, Unsatisfactory- will be granted according to the standards of each breed


2. Qualificatives that can be granted in the selection exhibitions.

„R++”- „Recommended for reproduction”- is not granted in the emergency selections. It is asked to be granted only for the samples that fulfill all the requirements for this qualificative and for those which genealogy is known completely for minimum one generation.

„R+”- „Admitted for reproduction”- is not granted in the emergency selection.

„R-”- „Admitted only for controlled mating”- it can be granted by request for emergency selections.

„R--”- „Excluded from reproduction”

NOTE: If a sample was granted „R-” during a selection by request and later on the same sample was granted in an organized competition and arbitration a higher qualificative, the latter will be in force and written on the papers of its descendents.



3. The titles that can be granted as a result of the arbitrations in the beauty competitions and the ways to be obtained.

Titles can be granted as a result of the arbitrations in competitions such as CAC, CACIB, or levels of the National, International, World and European Championships, only for the following groups: Junior, Open, Champion and Veteran.

For Junior Group: the first place for each group (male/female) can be granted according to the decision of the referee, the title of „Romania First Junior”- RPJ

For Open Group: the first four places for each group (male/female) can be granted according to the decision of the referee, the title of „Dog with champion abilities”-CAC

For Champion Group: the first four places for each group (male/female) can be granted according to the decision of the referee, the title of „Dog with champion abilities”-CAC

For Veteran Group: the first four places for each group (male/female) can be granted according to the decision of the referee, the title of „Dog with champion abilities”-CAC

„ The best of the breed”- CMBR (BOB)- is granted as a result of an arbitration performed by two referees only in the levels of the championship or by one referee for the rest of the competitions, to the most representative sample with Excellent I qualificative. The winner of this title will have the right to take part into the Finals of the National Championship of Romanian Shepherd Dogs.

„Best in show”- BIS- is granted to the sample that wins a level or the Finals of the National Championship of Romanian Shepherd Dogs and also the CAC and CACIB competitions.

„Champion Of The Year…” Diploma and „The Cup Of Champion of CNCCR”(which is transmissible) will be granted to the sample that will win the Final of the National Championship of CNCCR for that year and will be added to its record. In this final, will take part only the samples that won BOB title in that year in all the competitions as long as were granted according to the CNCCR standards and by a referee approved by it.

CHAPTER 4

- STANDARD DOCUMENTS USED FOR THE MATING AND BIRTH CONTRACTS WITHIN THE CNCCR.


a. THE MINIMUM AGE AND THE MATING CONDITIONS COMPULSORY FOR THE BREEDS OF ROMANIAN SHEPHERD DOGS-MIORITIC AND CARPATHIAN.


For obtaining the mating right, the minimum age is 15 months, but the recommended age is 18 months. It is preferable for the males to be used with artificial mating but it is recommended the natural mating.

For obtaining the mating right, the minimum age is 1 year old completed, and is recommendable for the first mating to take place after the first heating period, after it turned 1 and not later than 18-20 months, in order to avoid the ‚masculinity’ elements that can show up at a female, such as: refusing mating aggressiveness, to attack other females, etc. It is compulsory for all the female owners to know all these recommendations of CNCCR.

ATTENTION: According to the international norms in force are not allowed more than three (3) matings in 24 months for a female. It is compulsory, after two successive matings it will be recommended a break of minimum one season. The violation of the norms of the International Canine Federation brings about the exclusion from reproduction of the sample.

The minimum compulsory conditions for the mating-birth contract are, as it follows:
-Both owners are members of CNCCR with up-to-day due paid.
-The samples got their mating rights as a result of a selection arbitrary performed by a referee authorized by CNCCR.
-The owners and the samples are under no sanction in force from CNCCR in the moment of mating, fact compulsory checked by both owners on their own responsibility.
-The standard mating –birth contract was closed and signed by both owners, registered and supervised by the president or the vice-president in charge with the breed of the local branch of CNCCR where the owner of the female belongs to.
-There are acknowledged and followed the payment terms of the mating, as it follows:
-For up to 6 living puppies of 6 weeks old, the owner of the male will receive one (1) puppy and has the right to be the first to chose, although the number of the puppies at that time might not be the same. For over 6 living puppies of 6 weeks old, the owner of the male will receive another (second) puppy but the latter will be chosen by the owner of the female.
-The origin papers of the puppy/puppies that belong as a mating right are being paid by the owner of the male, in the moment when they are received by the latter, and the payment for the other puppies is exclusively the responsibility of the owner of the female.
-The owner of the male has the right to check any time he wants the mated female during its period of pregnancy and suckling, being compulsory for the owner of the female to announce the owner of the male of any case of demise of a puppy.
-The owner of the male who will be proved to ask for payment as an exclusive condition for mating will be informed that his male will be excluded from reproduction on an undetermined period.
-It is the exclusive condition of all the owners to check before mating the situation of the samples that they wish to perform the mating with in BOR-CNCCR, otherwise the club considers itself exonerated by any fault regarding the measures taken against the guilty ones.
-The recommendation for mating can be made only by the president or vice-president of CNCCR in charge with the breed (in the absence of the first one), after considering the BOR-CNCCR and according to the necessities of politics and strategy of CNCCR, for minimum three (3) males. This recommendation will be communicated to the owner of the female by the president of the local branch who has the right of consulting to his superiors especially when it is involved a male that is owned by him, in order to avoid any suspicions regarding his personal interest.
-When there are not taken into consideration the recommendations for mating from different reasons than those considered to be objective, there will be issued papers for the puppies but at a price three times higher than usual, and the payment will be made in the moment of receiving the puppies and not after selling them, as normal.
-Each puppy that was sold will have to have the origin papers and the new owner will fill in the registration request that will be laid down by the breeder together with the due.
-For the dead puppies that were issued documents, these will be returned being mentioned ‚deceased’ and will be signed by the president of the branch.
-The violation of the riders hereupon mentioned will have as a result juridical actions.
-It is recommendable, for a female to have no more than two (2) consecutive matings with the same male in order to have a better selection, to open new lines and to have a wider genetic diversity of the breeds. In special cases, three consecutive matings are allowed, from the male point of view, but not more with the same male.

c. STANDARD DOCUMENTS USED FOR THE MATING AND BIRTH CONTRACTS OF THE ROMANIAN SHEPHERD DOGS WITHIN THE CNCCR.

CHAPTER 5

a. CONDITIONS AND PROCEDURES TO FOLLOW FOR GETTING THE TITLE OF THE CANDIDATE REFEREES OR NATIONAL AND INTERNATIONAL REFEREES ABILITATED BY THE CNCCR.

-To have no sanctions from CNCCR in the last 3 years
-To graduate the courses of forming and certifying referees for Romanian shepherd dogs mioritic and carpathian-organised by CNCCR
-To breed or own Romanian shepherd dogs mioritic or carpathian for minimum 3 years
-The referees accredited for other international homologated breeds with an experience of minimum 3 years (is not necessary to be owners or breeders of Romanian shepherd dogs mioritic or carpathian).
-Letter of recommendation from a referee, breeder or branch president of CNCCR
-A period of acclimatization and familiarization with the breeds herein stipulated with a breeder of each breed at choice.
-To assist an abilitated referee minimum three times as a candidate referee.
-To pass the referee exam: oral exam, written exam, and practical exam. For international referees is compulsory to take this exam in one of the official languages of ICF: French, English, German, and Spanish.

a. MODALITIES OF OBTAINING AND REGISTERING OF THE TITLE OF BREEDER OF THE ROMANIAN SHEPHERD DOGS BY THE BOOK OF ROMANIAN ORIGIN OF THE CNCCR.

The necessary conditions requested for obtaining the affix of breeder are:

1.Application to the Book of Origin-BOR (COR)-CNCCR-where is requested this and having three proposals according to the owner’s wish and with the registration of the usage of the name as affix or suffix. According to the international provisions in this field of FCI or any other similar organization, this affix is unique, untransmissible and can be used by another breeder only 10 years after COR-CNCCR closed officially the file of the kennel at the request or because of the death of the owner. There can be signed custody agreements by the owners of the kennels with some third parts where will be compulsory specified which affix will be used in the case of the produced samples. These contracts have legal value and CNCCR supports all those that are prejudiced by the right granted by the law of intellectual property and the protection of the marks.
2. The copy of the mating-birth contract
The persons who request affixes will be informed about the decisions of the Board of CNCCR in order to avoid the usage of the same affix. The importance of these affixes stays in the fact that in any form of chinologycal organization the affix is the sigle of the breeder, the way the breeder is recognized all over the country and in the world, being the prove that, regarding the breeds of Romanian Shepherd dogs, that they were indeed homologated at the national level and in the near future, also at international level, by following the minimum international requires in the field. In the same kennel can be met one or more breeds, without being necessary to have a different affix.
IMPORTANT: there is no fee to register the breeder affix for the members of the club.

a. MODALITIES OF OBTAINING AND REGISTERING THE DIPLOMAS OF THE ROMANIAN AND INTERNATIONAL CHAMPION FOR THE BREEDS OF ROMANIAN SHEPHERD DOGS WITHIN CNCCR.

Conditions for issuance of the diplomas of Champion of Romania, by request, are as it follows:
1. For the dogs that got minimum 2 titles of CAC in the Open group from two different referees, ‚Champion of Romania’ or ‚International Champion’-depends on the national or international competitions where they got the titles. To receive these titles in some international levels of the of the National Championship allows to be granted the diploma of ‚International Champion’.
2. For the dogs that got minimum two titles of RPJ, under the same conditions as above, for ‚ Romania Junior Champion ’ or ‚International Junior Champion’.
3. The application of the owner addressed to BOR-CNCCR-for the issuance of the diploma will have as attachment the copies of the arbitrary to prove the issuance above mentioned. The application will be validated, registered and sent by the branch president where the applicant belongs. All the members will be informed that in the international pedigree are not to be stipulated the results got in competitions different from those organized or approved by CNCCR.The presidents of the local branches will have to centralize the data and sent the copy of the documents to BOR-CNCCR, together with the application of the owner, in order to be registered and to issue the diploma.

CHAPTER 9

- RECOMMANDATIONS FOR THE BREEDERS AND OWNERS OF ROMANAN SHEPHERD DOGS-MIORITIC AND CARPATHIAN, THE PRESIDENTS OF THE BRENCHES OF CNCCR, THE RING SECRETARIES, THE CANDIDATE REFEREES AND THE REFEREES ACCREDITED FOR THESE BREEDS.

It is recommendable for a female to have no more than 2 consecutive matings with the same male in order to have a better selection, to open new lines and for a higher genetical diversity. In special cases, is allowed to perform 3 consecutive matings, but not more, with the same male, and on the condition to be respected the number of admitted matings (3 matings in 2 years, followed by a break of one year).
In order to have a better monitorization of the results of the matings, chinological sheets should be filled in at the local level where will be stipulated the evolution of the puppies belonging to the nests registered by each branch. (is about the puppies that remain or appear in the area of activity of the branch).
In order to improve the work of the registration and for a better monitorization of the evolution of the puppies the standard papers of the club will be used, that we ask you to use and even to improve if you can, bringing up your proposals.
By the fact the CNCCR asks for a higher volume of exchanging samples between the breeders and owners from the more populated areas of the CNCCR members and more valuable samples, especially genetically checked, with the ones from other areas-members of CNCCR, tries to achieve:
-A higher degree of homogenization of the samples on national and local level
-To avoid the closing of some lines and the depreciation of the quality of the produced dogs. We can see the results of the so-called ‘competition’ that has very bad results in the area of Sibiu regarding the size and weight, and in the area of Moldova and Banat regarding the quality of the hair, depigmentation of the eyelids, nose, and lips, and also the colour of the eyes.
- The important growth lately of the valuable samples produced, presented and exported by CNCCR, as a result of your efforts and the growing interest of the public, national and international, and the falling down of the sales of all kinds of dog breeds sold on the national market that were imported, had as an immediate effect the dramatic falling of the interest of the customers in buying puppies of Romanian Shepherd that were not produced and registered by CNCCR. It is recommanded to check and verify the periods of mating, the usage of the males recommanded and verifyed by CNCCR, the registration of all the samples known in your region, the registration of all the new dog owners and the flourishing of the export of these breeds in order to populatethe countries with tradition in this area.
- On this way, CNCCR makes available the up dated list of the bloodlines on three generations , without consanguinity, and the list of the lines to ameliorate the breeds by consenguinity, realized at the national level by now and registered by COR-CNCCRfor the breeds Romanian Shepherd Mioritic and Carpathian. We reinforce the fact that were used only the registered data,that can be verifyed and controlled in the books of origin of the associations before December, 12th, 1997, the day when CNCCR came into force, data that was got by the Club thanks to your collaboration.
Although he record regarding the number of puppies born alive and being alive at 6 weeks was registered at Craiova by the breeder Paun I and is of 14 puppies, and the record for born puppies is of 16 at the breeder Dumitrof in Iasi, the problem of the quality of the puppies is the one that should lead the activity of a breeder. For this purpose is recommended to all the breeders to feed also at the bottle the puppies since they are 8-9 days in order to supply the necessary for a better growing that the puppies of these two breeds need.
It will be useful that during the inspection of the litter by the president of the branch, in order to declare and register the litter, all these recommendations to be made in order to avoid the appearance of puppies of low quality and the depreciation of the physical qualities of the breeds.
It is allowed to cut the ears and the tail of the dogs, but is not recommended. It is observed in time that at the samples that the tail was cut the height rate was lower than to those that this procedure was not applied. On this way, CNCCR recommends to avoid this procedure during the process of growing and presenting the two breeds of Romanian Shepherd dogs, Mioritic and Carpathian, the referees and the brench presidents having the obligation to inform the breeders and owners regarding this problem.
Regarding the Romanian Shepherd Mioritic is recommended to control the state of hygiene, especially inside the ears, including in the ring of arbitrary, being known that because of the shape and position of the ears and also because of the hair that grows inside them can appear real ‘plugs’ that lead to severe affections that are also very difficult to cure.
It is not recommended to cut the hair of the Romanian Shepherd Mioritic any time of the year, unless it is a medical purpose. It is recommended for all the breeders and owners of Romanian Shepherd dogs to be informed regarding the modalities and techniques of maintaining and presenting the hair in any season, growing period, region etc., by the branch presidents, vice presidents in charge with the breed or referees.
For Romanian Shepherd dogs Carpathian, the data are still inaccurate and has to be checked in order to be recorded, as there are extremely confusing, mistaken or incomplete. That is why is necessary to gather information and evidence in different areas in order to get better informed regarding this breed. Regarding this it is obvious that the samples from Bistrita are in general more homogenous regarding the physical aspect and the colour, usually wolf-like, but the height rate is lower. On the other hand those in Bucovina are bigger as height and parti-colored but can be observed a lower homogeneity at the level of quality and the length of the hair. In both cases can be observed an inexplicable usage of the ‘cliché’, inaccurate and empirical, of register the genealogies, names of the dogs, the breeder affix, etc, from those that are not members of CNCCR, fact that has a big impact on the forming and registering the bloodlines on three generations without consanguinity.
In time there were different theories, that in the end were considered to be false, that if the size of the two breeds of Romanian Shepherd dogs, Mioritic and Carpathian, grows will lead implicitly to the diminution of the physical and psychic qualities of the samples. The correct feeding and the superior esthetic line of the samples produced by CNCCR led to the spectaculosity of these breeds, in the same time there is the risk of slight deficiencies that must be prevented and eliminated, regarding the growing and presenting the samples in different competitions.

CHAPTER 10
- INSTRUCTIONS FOR FILLING IN, USING AND RECORDING THE STANDARD DOCUMENTS OF CNCCR.
- DOCUMENTS, OFFICIAL PAPERS AND STANDARD DOCUMENTS ATTACHED

a) INSTRUCTIONS FOR FILLING IN, USING AND RECORDING THE STANDARD DOCUMENTS OF CNCCR.
To fill in the standard documents and the blanks of CNCCR:
- the applicant must fill in personally , legibly, each standard document and will have to sign each of them;
- the CNCCR representative will check, control, validate and stamp each standard document;
- the responsability of the information written in the standard documents is exclusively of the applicant and the one related to the controlling and checking of the information is of the CNCCR representative.
To use the standard documents and the blanks of CNCCR:
- each member of CNCCR will receive a mating-birth contract blank. This will be the means of direct information for each owner in order to inform each owner about the obligation they have in case the mating takes place;
- the members of the club that have the mating with their own samples , will fill in compulsory the mating/birth contract previous the mating;
- each sample of the mating/birth contract signed between the two ownerswill be validated, signed and registered by the CNCCR representative(the breanch president);
- in case the contract is not followed by one of the parts, this contract will be considered evidence in the trial;
- the breanch president has the duty and responsability to check all the documents sent and received at and from COR-CNCCR and also the obligation to send them back to be reconsidered in case there are mistaken information written in these documents.
To register and record the CNCCR documents:
The chinotechnical file of the brench will have the following:
Section A:
- application forms and declarations of the members, copies of the received and issued pedigrees
Section B:
- Copies of the arbitrary sheet
- Copies of the diplomas
- The calendar of the contests
Section C:
- The register of the affixes of breeder registered for the members of the branch
- The mating/birth contracts
Section D:
- The official standards registered at MAA by CNCCR
- The list of the referees habilitated for the following year
The branch president will send to COR-CNCCR the file of the mating and birth that should have the following: the copies of the pedigrees of the parents and a sample of the mating /birth contract correctly filled in, signed and stamped without modifications.
The application forms of the CNCCR members will be sent to be approved by the president of the CNCCR. They will be sent in three copies, on for the headquarters and the other two will be sent back to the branch, one will be handed to the owner;
Each member will fill in three application forms and three declarations on their own responsibility;
The branch president will ask the owner for the pedigree issued by any other association except CNCCR, in order to be changed in BOR-CNCCR. He will inform all the members that no other arbitrary is admitted besides the contests organized by CNCCR, beginning to April, 1998, and those will not be recorded in the pedigrees of the members.
Will be recorded and acknowledged all the results obtained in contests before 1998, irrespective of the association or the referee that granted them, although no official standard was registered at the Ministry of Agriculture. Each owner that has a pedigree issued by other association will be informed about the difference for a correct registration by CNCCR, for example: Frunza 34 is not registered in any book of origin, because does not have CA or BOR registration, followed by a number as it is used from 1980 to register any breed dog in Romania. In the same time, there are no records of the arbitrary and the results in the contests of the sample and of the descendants.
It will be shown that there is not breed with the name of Romanian Shepherd dog- Mioritic or Carpathian and the fact that nowhere in the world the line is not registered in a document of origin as a club that does not exist legally (the one from Gura Humorului) does, especially it uses the stamp of a different association. Besides, the pedigrees issued between 1998 and August 2000 by ACHR, based in Popa Tatu, 61 are null and void according to the law and the judgment and so using them is illegal fact that the owners should be informed.
Each branch and as much as possible, each member will receive a set of official documents that state the situation of the kenneling as it was analyzed and presented by representatives of the Ministry of Food and Agriculture at that moment, and any other documents (standards, etc.)
Regarding the withdrawal of the exclusivity of CNCCR upon Romanian Shepherd dogs is completely false. The only association that was eliminated was the National Canine Authority from Romania-ANCR, by request of the UDMR deputy Attila Kelemen in his desperate attempt to block the homologation of Romanian Shepherd dogs-after they were presented in the World Championship in Milan, July 2000-and to cover the false in official documents that were made in the shadow of his parliamentary immunity.

The necessary documents in Romania for the legal registration of the branch are:
1. application registered at the Court of Law from CNCCR
2. legalized copy of the statute of CNCCR
3. copy of the judgment of establishment of CNCCR
4. copy of the note of the General Assembly of CNCCR
5. copy of the report of the branch establishment
6. copy of the organization chart and the names of the board of the branch

Necessary documents to establish and register a new CNCCR branch:
1. copy of the establishment report
2. list of the board of the branch and signature
3. Application addressed to the Board of CNCCR to approve the registration of the branch
4. written request that after registration by the CNCCR, in case this is wanted, in order CNCCR to issue the necessary documents for the legal registration of the branch.



CHAPTER 11

- THE REGULATIONS OF THE NATIONAL CHAMPIONSHIP OF THE ROMANIAN SHEPHERD DOGS ORGANIZED BY THE CNCCR.
- THE REGULATIONS OF THE INTERNATONAL CHAMPIONSHIP OF THR ROMANIAN SHEPHERD DOGS.

A. THE REGULATIONS OF THE NATIONAL CHAMPIONSHIP OF THE ROMANIAN SHEPHERD DOGS ORGANIZED BY THE CNCCR.

Exclusively the National Club of Romanian Shepherd Dogs –CNCCR, organizes the National Championship of Romanian Shepherd dogs.
CNCCR can be associated on different areas with other associations, organizations that have the same area of interest, from Romania or abroad, companies or private people, on the basis of a contract or written agreement signed by all the parts involved.
The stages of the championship will be settled as date and place by each branch, on the basis of a written request after a previous discussion with the other branches and the Board of CNCCR, by the president of the club. Two branches can request a common organization of a stage only if the conditions do not allow otherwise. In this case, only one will be declared the winner of the stage.
The request to organize a stage of the National Championship will be written within minimum 30 days by the branch president who wishes to organize this event, and will be handed over directly to the president of CNCCR. The latter will approve or not the organization of this stage under the conditions in the moment of request, the disponibilities contained in the request of the branch (the number of participants, sponsors, etc) other manifestations where CNCCR takes part directly. The disapproval of the request will be motivated in written by the president of CNCCR and the applicant will be informed in maximum 5 days from the date of the receiving of the request.
In order to optimize the computational circuit of CNCCR and to harmonize with other manifestations recognized by CNCCR but organized by third parts is recommended that the requests for organization of the stages of the National Championship to be written in the beginning of the year in order to be settled a annual calendar of the contests.
In order to be valid a National Championship must have minimum 5 stages and the final in one calendaristic year.
Under the condition when from different reasons the minimum number of stages was not registered so as the championship can be valid, the winners of these stages will go in final the following year. In this case the winner of the final will be declared winner for a period of 2 years.
When among the participants at a stage of the National championship are also participants from broad, the stage will be declared international. Granting the titles of ‘RPJ’ and ‘CAC’, according to chapter III hereabove, will allow the issuance of the diploma of ‘International champion’. The same thing is valid in case the titles are granted in the international contests CACIB.
The final of the National championship takes part among the winners of the ‘CMBR’ title of each stage of the championship or of any other competition recognized by CNCCR. For the winners of this title in the competitions except the National Championship it is compulsory to present the diploma and the arbitrary sheet that granted the title. If these documents are not presented, the sample cannot take part in the competition.
The Cup of the National Championship of Romanian Shepherd Dogs is transmissible, its winner receiving in return a diploma that grants the winning of the trophy.

The obligations of the organizers of competitions recognized by CNCCR are the following:
1. to notify in time the members of the branch the date and place of the competition (when it is organized by a branch of CNCCR).
2. to expose visibly the conditions of the competition and any other useful information for both participants and the public.
3. to train the ring secretary regarding the modalities of recording the data in the arbitrary sheets and the diplomas of participation.
4. to advertise as good as possible the organized competition. When the organizer makes also the catalogue of the competition will be required the data of the dog owners of Romanian Shepherd dogs Minority and Carpathian from CNCCR only, in order to get a uniformity and accuracy of information related of these breeds at the national level.
5. To prepare the necessary materials and to train the personnel involved in the good progress of the contest
6. According to the legal statute of the organizer and the way of organizing of the competition will be discussed the place where the advertising materials of CNCCR are placed and of the sponsors, the titles granted and their order
7. The applicant that requests to organize a stage of the National Championship will sent also the names of the referees recognized by the club and that want to officiate in the competition. As possible it will be tried to maintain a proportion of the arbitrations performed by the referees habilitated by CNCCR. In case the organizers request referees from CNCCR, will be delegated by the request of the organizer and according to the disponibility of the referees, those requested by the organizer.
8. the arbitration performed in favour of the samples belonging to the members of the club are free of charge, but those in favour of non-members of CNCCR will be charged minimum the annual fee as a member of the club.
9. the financial obligations of the organizers of competitions that request referees from CNCCR are to assure the traveling expenses, a meal a day and if it is the case-the accommodation. The CNCCR referees will not be paid in any way for their job, irrespective of the type of competition or the number of the samples.
10. when there are terms and dispositions of the contract regarding the financial aspect of the competition they will be part of the contract, norms and dispositions in force of CNCCR

The obligations of the participants in the stages and the final of the National Championship are the following:
1. to notify in time if they take part or not in these competitions;
2. to prove that they are members of CNCCR;
3. to prove the antirabic vaccination valid and in time;
4. to enroll and to check the enrollment of all the data in the arbitrary sheet and the diploma of participation (name, breed, age, colour, sex, number of registration and the tattoo from the pedigree; the arbitrary class; address, phone number and the name of the owner);
5. to be in time for the competition and to follow the instructions and the indications of the organizers and referees in the ring;
6. not to leave the place of the competition before it is over;
7. any appeal will be solved immediately by the president of CNCCR, or in his absence by the vice-president of CNCCR in charge with the certain breed, if the letter has also the position of referee, in any other situation the appeal will be solved by the other referee present in the competition. Only them have the unique right to modify the previous arbitrary and their decision is final and executory. In order to have effect, the appeal should be made until the arbitrary for choosing the winner for age, sex, and arbitrary category starts; otherwise it will lose the right of solution. In this case the organizers will be asked to cancel the beginning of this arbitrary until the solving of the appeals.
8. to have a correct and civilized port and behaviour during the competition. It is totally forbidden the presence in drunkard state, to mentain a climate that is against the progress of the competition by teasing and threatening the referees, organizers or the public, to write deliberately inaccurate, incomplete or unreal data, the attempt of fraud in any form, not to declare the sanctions of a dog that took part in the competition, etc have as a result the immediate exclusion from the contest, to annul the qualificatives and the titles granted in that contest without appeal, following that all the other measures to be communicated to all the interested parts.


B. THE REGULATIONS OF THE INTERNATONAL CHAMPIONSHIP OF THE ROMANIAN SHEPHERD DOGS

CHAPTER 12

- THE REGULATIONS OF ORGANIZING AND FUNCTIONING OF THE BOOK OF ROMANIAN ORIGIN-BRO-CNCCR-EMITTED BY THE NATIONAL CLUB OF ROMANIAN SHEPHERD DOGS.
- THE STANDARD ACT OF ORIGIN IN FORCE –INTERNATIONAL PEDEGREE- EMITTED BY THE CNCCR.

- THE STANDARD DOCUMENTS USED WITHIN THE NATIONAL AND INTERNATIONAL CYNOLOGYCAL ASSOCIATIONS. THE MOST FREQUENT MISTAKES INCLUDED BY THEM.

A. THE REGULATIONS OF ORGANIZING AND FUNCTIONING OF THE BOOK OF ROMANIAN ORIGIN-BRO-CNCCR-EMITTED BY THE NATIONAL CLUB OF ROMANIAN SHEPHERD DOGS

The Book of Origin of Romania of the National Club of Romanian Shepherd dogs, BOR-CNCCR, is the one and only national and international organization habilitated and recognized as it, to issue, record and control all the origin papers, matings and birth, results in the competition for the Romanian Shepherd dogs.
The Book of Origin of Romania of the National Club of Romanian Shepherd dogs, BOR-CNCCR, issues a unique valid document at national and international level for the Romanian Shepherd dogs, a document to prove the breed and the origin called international pedigree.
The model of this document will be communicated to all those interested in side and outside the country annually or any time necessary.
The international pedigree issued by the CNCCR can be changed only outside Romania, according to the norms and previsions in force on the territory of that country and of the association that the owner of the sample belongs to.
The only document valid on the Romanian territory to prove the origin and the breed of one of the two breeds of Romanian Shepherd dogs, Mioritic or Carpathian, according to the order 17178/1998 of the Ministry of Food and Agriculture, is the international pedigree issued by CNCCR. Any other written form of record or evidence of a sample of Romanian Shepherd dog Mioritic or Carpathian is considered null and void, false or mistaken accordingly, and the usage of that form leads to the sanctions stipulated by the law for these situations.
The international pedigree issued by CNCCR is the document that belongs to the owner of the sample and proves that:
- the sample belongs to one of the breeds: Romanian Shepherd Mioritic or Carpathian
- the genealogy stipulated in this ocument was correctly written and checked
- the titles and qualificatives written are checked and correctly written, being obtained in competitions and granted by referees accredited by CNCCR, by following the norms, standards, etc. in force at that time
- the sample is or is not under any restriction or sanction of CNCCR
NOTE: Before owning a sample of one of the breeds of Romanian Shepherd dogs-Mioritic or Carpathian, the obligation of the new owner is to check the situation of the sample at the secretary of CNCCR. Otherwise CNCCR will have no responsibility in this case.
Changing other documents to prove the origin and the breed, that were not issued by CNCCR, can be performed on the basis of a request addressed to the president of CNCCR, together with:
1. The document that is to be changed-copy or original (preferred);
2. copy after the application form and the declaration on the own responsibility of the owner, and the prove of paying the fee for the year under way;
3. copies after the arbitraries up to that moment;
4. copies after the mating-birth documents up to that moment irrespective of the association;
5. Any other document that can prove the existence of the samples in the genealogy written in the document that is to be changed (when can be presented this kind of documents inn order to complete and reconstitution of the genealogies).
This file will be made, checked and sent by the president or the vice-president in charge with the breed of the branch that the applicant belongs to. They will be those who will receive, check and hand over the applicant the document/s received from BOR-CNCCR, cashing the payment and issuing the fiscal documents.
The registration of the litter will be made by sending to COR-CNCCR the following documents:
1. the mating-birth contract correctly completed and signed- 1 copy
2. the application for the affix of breeder, if is the case-1 copy
3. copies of the pedigrees of the parents updated: the dates of the mating and births up to the present, the results of the competitions, the sanctions and their term of validity-1 copy each
4. the written request of the president or vice president of the branch that completed checked and sent the documentation. In this will be mentioned the recommendations for mating that were made and the reasons why these were not followed by the owner of the female, when is the case-1copy
BOR-CNCCR will send the required pedigree/s to the branch where were sent to be completed, the president or vice president in charge with the breed having the following obligations:
1. To check the entire received documentation. In case any mistake is noticed the document/s will be resent to BOR-CNCCR together with a note.
2. to register in the archive of the branch the received documentation
3. to hand over the documentation to the applicant
4. to complete the financial documents and to cash the fee for the documents.

After any competition organized by CNCCR the branch presidents have the obligation to make a note to BOR-CNCCR where to communicate the results of the competition of every participant. Because it was considered that, in general, in all the national and international kenneling there are a lot of mistakes and lacks in recording the results in the books of origin, pedigrees etc is compulsory for each branch president to have an updated evidence of the results of each member. This evidence will be completed any time new data appear and will be signed only by the branch president, who will consider this and inform BOR-CNCCR. All these data will be presented in copy in order to be taken into consideration and recorded by the branch that the owner belongs to. BOR-CNCCR has no obligation in case the data are not written in the copy of the pedigrees.
The obligation of the request for the data to be written in the pedigree is exclusively of the owner.
To write the results of the competition belongs to the referee in the ring that granted the qualificative/s or the title/s, to the president or vice-president of CNCCR.
To write the data regarding the matings and births, sanctions etc. is the responsibility of the president and vice-presidents of CNCCR and the branch presidents.
The responsibility of the declaration of the litter within maximum 10 days from the birth belongs to the owner of the female, as the president and vice/president responsible for the breed has to check, gather and sent the necessary documentation to BOR-CNCCR within maximum 5 days from the declaration of the litter.
BOR-CNCCR has the obligation of sending the papers of origin in maximum 30 days since the file was received, under the conditions the file was correctly made.
Writing the data in the current model of pedigree will be made by hand in order to limit to maximum the probability of making any mistakes. This thing is also related to the fact that for the two breeds is very likely to be used repeatedly the same names (Ursu, Molda, Dorna etc.). Besides, because, unfortunately, the breeders have not been correctly informed and in time, they could not or did not want to, from various reasons, to obey the methodology of getting the breeder affix , in force for a long time, the names of the dogs being given without the breeder affix. Also this thing contributes to a more difficult evidence of the data related to each sample.
Another important think is that of the illegal existence in Romania of several modalities and standard documents used to register these breeds of dogs –Romanian Shepherd Mioritic and Carpathian.
Will not be recorded data that are unreal, mistaken or improbable. The same thing will be applied for the results in the competition after April 1998 besides in the competitions that were not organized or recognized by the CNCCR, because were got on projects of standards and not the official standards registered by the Ministry of Food and Agriculture in Romania, by referees that are not authorized by CNCCR.
BOR-CNCCR has the right to withdraw the papers in order to be changed in case any mistake is noticed in the pedigrees that have already been issued, on their own expences and when the solicitor agrees with it and new documents appear that can prove the mistake. The same think is valid in case the colour that is declared when the mating-birth contract is being filled in and does not match the colour when this difference is noticed. This problem can be met very often especially when the dogs are born with spots of dark colours and its lack imposes the hereabove measures.
It is recommanded for all the owners to tatoo their produced or owned samples with regisrered numbers of the pedigrees and to request for the number of the tatoo to be written by the president or vice-president responsable for the breed at the brench the owner belongs to. These have the obligation of checking the tatoo and to announce BOR-CNCCR in order to be registered.

CHAPTER 13
